Even if they look like mosquitoes (Culicoidea), Chironomidae are non-biting insect. The "visible" difference is that Chironomidae stay with lifted forelegs, while mosquitoes rest

Adult buzzers emerge rapidly from the water. They
fly in large swarms often making a buzzing sound, from where they derive the common name of buzzers.
When the adults return to the water to lay their eggs, they are again vulnerable to the trout.
